Information Technology and Building Maintainance Assistant

Introduction: general information about the context in which the official will work

The ILO Country Office in Dar es Salaam covers Tanzania, Kenya, Rwanda and Uganda.
The Office implements the mandate of the ILO within the sub-region, including the delivery of technical cooperation in collaboration with other ILO technical departments and social partners in the four countries. The office continues to provide, at national level, technical guidance and institutional capacity building support to the Government and social partners to achieve the goal of decent work for all through a combination of integrated policy, programme and advocacy action. The ILO currently seeks to recruit a highly qualified, motivated, and experienced Information Technology and Building Maintenance Assistant with a demonstrated and proved track record for their office in Dar es Salaam.
The IT and Building Assistant will work closely with the ILO team in Dar es Salaam, Nairobi, Kigali and Kampala to assist in various IT related tasks in the offices, supporting Technical cooperation (TC) projects .
The candidate will be based in Dar es Salaam. S/he will report directly to the Finance Officer in Dar es Salaam and work under the overall supervision of the country Director.
Summary of main duties and responsibilities:
Information technology - Install, maintain and upgrade, computer hardware equipment, computerized information systems, local area network services, electronic mail systems and software packages to ensure smooth operations and effective use of the computer equipment and network services. responsible for providing technical, procedural and record-keeping support converting electronic information into web pages Provide user level technical support for end users, computers, printers, scanners, faxes and network equipments. Manages the ILO systems and provide user level technical support for end users, computers, printers, scanners, faxes and network equipments. Implements a preventive maintenance programme on all computer hardware and related equipment.(Printers, scanners, faxes and networking equipments)
Provide user level level training on daily applications used, including, but not limited to: MS Word, MS Excel, Email system, MS Publisher, Adobe Acrobat, a and the basic computer related skills. On advice by relevant authority, upon termination of staff will ensure that the individual passwords of all staff ceasing employment are retrieved and inactivated. Responsible for handling the service providers, Telephone support, and other related service providers. Handle the the Internet service provider and ensure that the internet is always in working condition. Advise management on all IT related matters including procurement of equipment and related services. Ensure on daily basis that the schedule for the server data backup system is working smoothly and other scheduled tasks are running. Participate in meetings and activities aimed at improving service levels to the office. Adapt and implement the new computerised information systems and technologies provided by the regional office and/or HQ. Perform other duties as assigned by the supervisor
Building -Maintenance Coordinates building maintenance and repairs with Buildings & Grounds Maintenance that affect normal building operation Provides staff with updates of electrical, water and other service outages and scheduled shutdowns Coordinates building security Stays informed of changes to space assignments in their facilities Assist in the development and implementation of office emergency plans During evacuations, assists emergency response teams in assessing building condition, locating missing personnel, shutting off utilities, and delivering a status report to assembly point leader Coordinate and assist with the procurement and contract management of all building related services provider such as AC, generator,
QUALIFICATIONS AND EXPERIENCE
Education: Completion of secondary school education, plus formal training in computers and computer systems from a recognized commercial or technical school or equivalent.
Experience: Five years of experience in the installation and maintenance of computer information technology systems. ILO/UN experience in similar position would be an advantage
Languages: Excellent knowledge of English and a Kiswahili language is required
Competencies:
Ability to work accurately with automated data and to use automated systems. Ability to follow administrative computer procedures reliably (e.g. backups, data
security and system operations). Good knowledge of the computer operating systems of the office. Good knowledge of the computer software packages used throughout the office (i.e.,
WordPerfect, Microsoft Word, Lotus, Oracle, Dbase, Harvard Graphics, Novell, etc.). Familiarity with personal computers. Demonstrated technical competence in network connections and services. Demonstrated ability to respond to the needs of computer systems users. Ability to troubleshoot hardware, software and network problems. Ability to learn new technologies. Policy Advocacy Officer

The International Labour Organization (ILO) is implementing the “Youth Entrepreneurship Facility – Unleashing African Entrepreneurship” (YEF) initiative in Kenya, Tanzania and Uganda. The initiative is funded by Danida and will run until December 2014. The project seeks to foster a culture of entrepreneurship among young people, introduce entrepreneurship education among young people, facilitate access to business development services and finance by young people, strengthening youth led organizations as well as provide evidence-based advocacy to better understand what works in youth entrepreneurship development. The project is funded by Danida and runs until December 2014.
In order to address the recommendations from the Joint Review of the project, the Country Office in Dar-es-salaam is looking for a highly motivated and competent Policy Advocacy Officer who will coordinate the dissemination, advocacy, change facilitation of impact of results from YEF’s Evidence- Based Advocacy component, working closely with local research and advocacy institutions as well other project stakeholders including constituents. The Policy Advocacy Officer will be stationed in Dar-es-salaam.
Working with the technical staff of the Facility, and reporting to the ILO Country Office Director through the Chief Technical Advisor, the Policy Advocacy Officer will support initiatives aimed at ensuring that the results of impact evaluations and other relevant evidence are used to influence policies and programmes that support youth employment and/or entrepreneurship. S/he will work with the YEF’s Evaluation Specialist based in the ILO Headquarters in Geneva and a Contractor/Consultancy Firm – which is the process of being hired – to finalize and implement the Evidence-Based Advocacy’s Policy Influence Plan (PIP) . The Officer will work closely with the National Programme Coordinators in the three countries on planning, managing and implementing as appropriate, the policy advocacy activities of the overall YEF project.
SUMMARY OF MAIN DUTIES AND RESPONSIBILITIES
 Working with the Evaluation Specialist to develop a work plan for the advocacy component of the YEF based on evaluation evidence and research findings.
 Identifying and engaging with local research and advocacy institutions in the project countries.
 Collaborating with selected local research and advocacy institutions and the hired Contractor/Consultancy Firm in finalizing and implementing the PIP and complementary advocacy and lobbying activities.
 Conducting a context analysis and a stakeholder influence mapping.
 Developing communication and advocacy products (e.g. briefs, web products, etc.);
 Defining dissemination plans for impact evaluation studies and other relevant evidence;
 Providing technical inputs and support to on-going impact evaluation studies and plans.
 Participating and providing technical inputs during advocacy and lobbying forums and events, including those organized by constituents
 Coordinating office wide technical inputs into policies and programmes and ensuring ILO messages and values are well reflected.
 Developing and integrating mechanisms for measuring and documenting the impact of evidence generated by the project into national programmes and policies.
 Supporting the hiring process of consultants working on the EBA component, including contribution to TOR drafting and selection as well as advising on quality of observed deliverables.
 Organising and participating in meetings, conferences, workshops and seminars as required.
 Establishing and maintaining relationships with representatives of government and other key change agents
 Contributing to regular work of the ILO Country Office, Dar es Salaam, including on visibility and information dissemination and publications.
 Any other duties as may be assigned by the YEF Chief Technical Advisor and Country Office Director
QUALIFICATIONS AND EXPERIENCE
Education: Advanced degree and/or experience in the area of economics, public policy, international development, journalism, law, communication or entrepreneurship/business and administration.
Experience: At least Five years of professional experience in the field of public policy, entrepreneurship development and communication.
Languages: Excellent command of English including drafting skills. Knowledge of Swahili would be an asset.
Competencies: 
Demonstrated knowledge and/or experience in lobbying and advocacy, knowledge and awareness of processes and advocacy institutions; 
knowledge of entrepreneurship; 
Ability to communicate effectively both orally and in writing.

Technical Specialist (Youth to Youth Fund and Advocacy)

1. Introduction: general information about the context in which the official will work/background on the project:
The International Labour Organization (ILO) is implementing the “Youth Entrepreneurship Facility – Unleashing African Entrepreneurship” (YEF) initiative in Kenya, Tanzania and Uganda. The initiative is funded by Danida and will run until December 2014. The YEF is based on a systemic approach to youth enterprise development in East Africa through the promotion of i) entrepreneurship culture, ii) entrepreneurship education, iii) evidence based advocacy, iv) youth participation through the Youth-to-Youth (Y2Y) Fund, and v) access to finance and business development services (BDS). The Y2Y Fund is a competitive grant scheme for youth-led organizations to propose innovative project ideas on how to create entrepreneurship and business opportunities for their peers. Its main purpose is to identify, test and promote innovative entrepreneurship solutions to youth employment challenges. The applying organizations with the most innovative project ideas receive a grant and complementary capacity building to help them implement their projects and test the viability of their ideas.
The ILO is looking for a highly motivated and competent technical specialist to support the implementation of the Y2Y Fund in Kenya, Uganda, and Tanzania and to support advocacy activities of the Youth Entrepreneurship Facility.
2. Reporting lines: supervision to be received by the incumbent (level and type) and supervision to be given by the incumbent.
The staff will be directly supervised by the Chief Technical Advisor of the YEF. The Technical Reporting Chief will be the Senior Youth Employment Specialist of the ILO Youth Employment Unit in Geneva.
3. Main duties and responsibilities (with percentage of time for each):
The specialist will be responsible for supporting the coordination of the Y2Y Fund in East Africa and supporting advocacy activities of the YEF. Main duties and responsibilities comprise:
Duties:
To support and monitor national partner organizations in the implementation of the Y2Y Fund: The specialist will provide technical assistance to and carry out monitoring of local implementing agencies. He/she will rely on and promote the use of the Y2Y Fund Online Toolkit among implementing partners and relevant stakeholders as well as provide inputs for further development of the toolkit based.
To ensure effective implementation of the Y2Y Fund’s Scaling-up and Replication schemes: The specialist will coordinate the regional implementation of these initiatives in collaboration with the local partners and consultants. He/she will support dissemination and uptake of successful and scalable projects through YEF’s Business Development Services partners and providers.
To support the sustainability of the Fund and evaluation measures to understand its impact: The specialist will develop a sustainability strategy and plan for the Fund and its programmes’ continuation beyond the end of the project. He/she will coordinate a review of the Y2Y Fund to establish impact on YEF’s outcome level objectives and indicators and will maintain an M&E database of Y2Y Fund sponsored projects with input from consultants and implementing partners.
To fundraise for the Y2Y Fund: The specialist will carry out resource mobilization efforts including funding applications and interaction with current and potential donors.
To support knowledge management, marketing and information sharing on the Y2Y Fund: The specialist will document information about the Fund’s successes and lessons learned and lead the creation & dissemination of promotional/public relations materials about the Fund. He/she will also coordinate and support the organization of regional knowledge sharing and learning events by the national implementing partners and reporting on the component’s activities.
To support the CTA with advocacy and dissemination of YEF’s products and outcomes: The specialist will support the CTA of the YEF with advocacy activities related to the Facility and its products; his/her involvement will imply coordination with the National Programme Coordinators and the YEF Evaluation Specialist, as well as to monitor the work of the Policy Advocacy Officer based in Dar es Salaam.
Take over any other duties assigned by the supervisor
Qualifications requirements:
Education – Advanced university degree in economics, social science, international studies or other relevant field.
Experience – Three years’ experience at the national level and two years at the international level. Demonstrated technical expertise in managing grant schemes or challenge funds in developing countries and experience in cooperating with youth organizations would be an advantage.
Languages – Excellent command of English.
Competencies
