VACANCY ADVERTISEMENT
The Open University of Tanzania (OUT) is a public University, established by the Act of
Parliament No 17 of 1992. Since 1st January, 2007, the University has been operating under
the OUT Charter Inc. of 2007, which is in line with the Universities Act No. 7 of 2005. Its
stated mission is to continuously provide open and distance education, research, and public
services for sustainable and equitable socio-economic development of Tanzania in particular,
and the rest of Africa. The Open University of Tanzania operates through its temporary
headquarters in Kinondoni, Dar es Salaam and its 27 regional centres in each region of
Tanzania Mainland and two coordination centres in Zanzibar and Pemba Islands.
The University hereby invites applications from competent and suitably qualified candidates,
to enhance its human resource capacity needed to fulfill its mission, as follows:
A. ASSISTANT LECTURER (PUTS 3)
Qualifications:
Possession of a good Master’s Degree (B+ or above, GPA 3.8 - 3.6) in the relevant discipline
or equivalent with a GPA of 3.8 and above at undergraduate level.
Duties:
As for Tutorial Assistant plus:
- Prepare new study materials, scripts for radio broadcast, video and audio cassettes,
various reports and papers,
- Adopt and/or supplement existing materials,
- Liaise with course writers, editors, reviewers, producers, artists, coordinators and
other members of the course team,
- Revise course materials and audio programmes,
- Conduct public lecture, tutor and lead academic discussions,
- Set and mark course assignments and/or tests, examinations supervise field work,
practicals and all other related academic activities,
- Encourage and motivate students to improve academic performance,
- Identify and set up local study groups,
- Conduct research and disseminate research findings.
B. LECTURER (PUTS 4 - 5)
Qualifications: Candidates should have a PhD degree in the relevant field or equivalent
professional qualifications for non PhD applicants, relevant publications will be considered.
Duties:
As for Assistant Lecturer/Research Fellow with added responsibilities, he/she will be
required to:
- Teach face to face course and lead seminars;
- Undertake individual research and participate in bigger multi-disciplinary research
projects;
- Prepare manuals and case studies for training;
- Offer close supervision and guidance to students;
- Manage undergraduate programmes
- Undertake consultancy projects.
NB. Age limit: Not above 45 years
C. PROFESSOR (PUTS 10)
Qualifications: The Candidate should have at least three years of professional work as
Associate Professor with extensive teaching and research experience. In addition one must
have published study materials whose weighing totals eight points (for course units) on one
good book with one course unit. For Associate Research Professor, Candidates should have
eight course units or sixteen points or two books and two course units since last promotion.
Duties:
As the Associate Professor plus the following:
- Conduct formal training in specific multidisciplinary projects conducted by the
University.
- Provide personal guidance and advice to client in the field; undertake large
consultancy projects
- Provide guidance to members of staff;
- Prepare and publish manuals or textbooks in related fields. A Professor is also
expected to deliver a Professional Inaugural lecture within two years of promotion.
He /she should demonstrate the ability to provide the highest leadership in the
discipline at large, in research, or supervision.
D. SENIOR HUMAN RESOURCES MANAGEMENT OFFICER (PGSS 15-16)
Qualifications: The Candidate should have attained Masters Degree in Human Resources
Management, Public Administration, Business Administration, Sociology, Law or any other
relevant field with at least five years working experience in a similar position. Must be
computer literate.
Duties:
- Participates in preparation of policies.
- Counsels employees who present problems of attitude and or performance.
- Recommends disciplinary action for staff.
- Recommends changes in classification of job positions.
- Prepares personal emoluments budget for the University.
- Prepares training needs and budgets.
- Prepares quarterly, half year, and annual training reports for the Directorate and the
University.
- Deals with staff allocation.
- Participates in performance appraisals of staff
- Organizes and supervises support staff services including confirmation and promotion
- Performs any other related duties as be assigned by his/her supervisor

E. SENIOR LEGAL OFFICER (PGSS 15- 16)
Qualifications:
Possession of LLM Degree plus one year attendance of Intern-ship /the Law School and must
be admitted as an Advocate of the High Court. Must be computer literate, with at least five
years of relevant working experience in a similar position.
Duties:
- Scrutinizes and effects registration of leases and transfer of properties in liaison with
the Estates Manager.
- Participates in negotiations for writing general contracts pertaining to such leases and
transfer of properties.
- Represents the University in more complex legal issues.
- Liaises with retained external legal agencies.
- Interprets laws and other legal technicalities.
- Appearing in court on behalf of the University.
- Prepares legal briefs and provides legal advice to Management.
- Compiles evidence relevant for court cases involving the University.
- Performs any other duties as may be assigned by his/her supervisor.

F. SENIOR ACCOUNTANT (PGSS 15-16)
Qualifications: The Candidate should be a holder of CPA (T), ACCA, ACA, ICMA, /RIA or
equivalent qualifications with 5 years working experience in a similar position. Must be
computer literate.
Duties:
- Prepares monthly trial balances and bank reconciliation statements
- Maintains debtors and creditors records.
- Prepares financial statements.
- Checks accuracy of payment vouchers
- Prepares various payment reports, schedules and lists of various expenditures.
- Maintains vote book and various registers (e.g. debtors, imprest, creditors), etc.
- Prepares salaries and wages and submits statutory and voluntary staff deductions as
required by the relevant legislation and /or contractual agreements.
- Maintains students’ fees subsidiary ledger.
- Performs any other related duties as may be assigned by his/her supervisor
NB. Age limit: Not above 45 years.
G. ACCOUNTANT II (PGSS 11-12)
Qualifications: The Candidate should be holder of a First Degree/Advanced Diploma in
Accountancy e.g. B.Com (Accountancy), BBA (Accountancy), BA (Accountancy) or
professional Module C and D and must be computer literate.
Duties:
- Prepares reports of various payments, schedules and lists of various expenditures.
- Maintains vote book and various registers (e.g. debtors, imprest, creditors), etc.
- Prepares salaries, and wages, and submits statutory and voluntary staff deduction as
required by the relevant legislation and /or contractual agreements.
- Maintains students’ fees subsidiary ledger.
- Maintains full and accurate accounts records.
- Maintains imprest retirement journal.
- Prepares monthly staff imprest account balances.
- Performs any other related duties as may be assigned by his/her supervisor.

H. ACCOUNTS ASSISTANT II (PGSS 7-8)
Qualifications: The candidate should be a holder of Form VI Certificate with NABE
III/ATEC II/Diploma in Accountancy/Module A and B plus ICT skills.
Duties:
- Receives and keeps in proper custody all incoming bills and claims.
- Maintains primary books of accounts.
- Prepares payment requisitions, vouchers and cheques.
- Prepares journals voucher/batches for various activities.
- Maintaining accounting records.
- Performs any other related duties as assigned by his/her supervisor.

I. PERSONAL SECRETARY II (PGSS 10-11) - TWO (2) POSITIONS
Qualifications: The candidate should be a holder of National Form IV/VI Certificate with
credit passes in English and Kiswahili or foundation course certificate plus Diploma in
secretarial studies from Tanzania Public Service College or any recognized Institutions with
at least four years working experience in the relevant field and Shorthand/Hatimkato 100/120
w.p.m and 50 w.p.m typing, tabulation and manuscript stage III. Must be computer literate in
the following programmes: Microsoft office, Internet, E-mail and Publisher.
Duties:
- Types confidential and non confidential documents.
- Ensures expedient, accurate and clean execution of duties
- Organizes travel arrangement for senior officers and other officers within the Unit
- Prepares meeting and records Proceedings.
- Supervises and guides junior secretaries
- Attends telephone calls and keeps appointment.
- Types all general correspondence and non-confidential matters.
- Types letters, minutes, notices, bulletins, circulars, certificates, charts and stencils.
- Performs any other related duties as may be assigned by supervisor.

J. TITLE: RECORDS MANAGEMENT ASSISTANT III PGSS 7-8
Qualifications: Possession of Form IV/VI Certificate with two Principal Passes in Arts
subjects and must have a credit pass in English at “O” level plus a Certificate in Records
Management from a recognized institution. Must be computer literate.
Duties
- Opens new files and indexes cards.
- Maintains an up-to-date register of office files.
- Files correspondences into the appropriate files and cross references.
- Copies correspondence to relevant files.
- Gives searchers numbers of files which are required for filing.
- Ensures proper file Management.
- Returns files to the cabinets and arranges them in proper order.
- Maintains up-to-date file index books.
- Performs any other related duties as may be assigned by his/her supervisor.

K: COMPUTER PROGRAMMER I - PUSS 9
Qualifications The Candidate should be a holder of First Degree in Computer Science/
Information Systems/ Telecommunication/Electrical Engineering/Information
Technology/GIS or any related computer studies with at least three years relevant working
experience in a similar position.
Duties;
- Advises and assists computer users.
- Analyses, designs and programmes medium size applications.
- Installs standard software and server operating systems.
- Installs modems and dial-up networking
- Solves complex hardware/software problems
- Assists in designing and coding small system jobs for users
- Assists both students and staff in debugging programmes and programming systems
- Performs any other related duties as be assigned by his/her supervisor.
