POST: MANAGER STRATEGIC BUSINESS DEVELOPMENT
Summary
To develop, coordinate and support the Strategic Business planning and implementation processes and report Performance

Duties  
1.To drive and coordinate planning processes to ensure timely preparation and completion of strategic business plans.
2.To monitor and review the social-economic environment, including the company’s performance, country’s macro economic performance, trends in the telecommunications industry, etc. for business planning purposes.
3.Provide strong supervision as required to TTCL’s corporate planning processes and developing functional plans that support the achievement of TTCL’s corporate objectives and the TTCL Strategic Business Plan
4.To coordinate and support the preparation of Key functional objectives, strategies, action plans and Key performance indicators of various functional departments for the Strategic Business Plan.
5.To ensure the congruency, effectiveness, efficiency and appropriateness of the Company’s Strategic Business Plan.
6.Provide Leadership to the section by at all times demonstrating the corporate values, taking accountability for the actions and results of self and others in the section, being a champion of positive change and continuously working to improve all aspects of the operations of the section and TTCL
7.Accountable for the development of employees and ensuring the section has the skills and resources necessary to accomplish sectional objectives
8.Provide input as required to TTCL’s corporate planning processes and developing sectional objectives and functional plans that support the achievement of TTCL’s corporate objectives and the TTCL Strategic Business Plan
9.To identify deviations from overall direction of the Strategic Busines Plan and recommend corrective actions.
10.Accountable for performance management of employees including setting objectives, regular feedback on performance and coaching and mentoring to improve performance and maximize employee job satisfaction
11.Accountable for the development of employees and ensuring the section has the skills and resources necessary to accomplish sectional objectives.
Qualifications
• A university degree in Economics/Business Administration/Finance. A post-graduate qualification would be an added advantage. 
• 5 years experience in corporate planning in a large commercial environment, preferably in the telecommunication sector.
• Strong interpersonal, persuasive skills 
• Sound analytical skills and ability to think strategically 
• Computer literate 
• Strong financial and investment skills.

POST:ACCOUNTS ASSISTANT FIXED ASSET
Summary
Effective control of fixed Assets, inventory, costing and .expenditure of funds
Closing Date:Thursday, February 27, 2014
Reports To:-Assistant Accountant Fixed Asset
Duties  
1.Monitor costs and keep accurate record for all WIP up to transfer to fixed assets stage.
2.Prepare and submit for approval the standard man hour rates for costing ledgers.
3.Establish assets monthly, annual depreciations and Net book value and Up-date the Asset Register.
4.Prepare and submit periodic reports as required.
5.Arrange, coordinate and supervise the year-end stock taking exercise.
6.Conduct periodic physical verification of fixed Assets and ensure that all assets are properly coded.
7.Preparation of monthly inputs for General Ledger.
8.Train subordinate staff in his/her section.
Qualifications
•Abachelor Degree in Accounting or equivalent qualification recognized by National Board of Accountants and Auditors 
•Two years relevant experience in budget preparation and management accounting. 
•Computer literete, preferably in Sun systems accounting package 
•Good interpersonal and Communication skills, ability to work dynamic team work and able to work in a competitive business environment

POST: ENGINEER – IP TRANSIT & VPN OPERATIONS
Summary
To ensure a world class operation, administration and maintenance of core Next Generation Network (NGN) systems including commission IP Transit and MPLS VPN solutions and Data Network systems to achieve set performance targets.
Closing Date:Thursday, February 27, 2014
Reports To:-Engineering Supervisor – IP Transit & VPN Operations
Duties  
1. Design, implement, test and commission IP Transit and MPLS VPN solutions in cooperation with other network operation teams and customers.
2. In collaboration with commercial teams, validate the work orders and requirements from IP Transit or VPN Customers.
3. Manage customer networks and services and resolve problems within SLA timeframes.
4. Pro-actively, escalate and follow ups, with appropriate departments in order to resolve technical issues which may impact and or lead to timely delivery of quality of services.
5. Frequently, perform routine and preventive maintenance on IP/MPLS transport core systems in accordance with engineering instructions, standards and schedules as may be directed by appropriate authorities.
6. Collect proper IP/MPLS transport core systems information, analyze, prepare and submit network performance reports as may be required.
7. Perform network installation, integration, upgrades or expansions as may be directed by appropriate authorities.
8. Effectively support field engineers and technicians on operation and maintenance activities.
9. Perform any other duty as may be assigned by Management including other parties at IP NOC.
Qualifications
• Degree in Telecommunications, Electronics, Electrical or equivalent technical qualifications & CCNA or HCDA Certificate will be added advantage. 
• Minimum of three (3) years working experience on IP Transit & VPN Operations including Data systems and services. 
• Skills and knowledge in IP/MPLS data communication networks, Routing Protocols (RIP, OSPF, BGP, ISIS) and WAN Interfaces and technologies. 
• Knowledge of broadband access technologies and networks (XDSL, Fiber and Wireless broadband), Huawei or Cisco network devices and Network Management Systems 
• Effective time management and must be able to handle the pressure of work. 
• Ability to work on shift, irregular hours and/or overtime.

POST:ENGINEER – IP NOC
Summary
To ensure world class operation, administration and maintenance of core Next Generation Network (NGN) systems IP NOC Network Management & improvement on Customer systems in order to achieve set performance targets.

Reports To:-Engineering Supervisor – IP NOC
Duties:  
1.Use network tools and Network Management Systems to monitor the networks performance for the suitable customer services.
2.Work in the IP NOC section in a 24/7 shift schedule for the efficient and effective service delivery.
3.Proactively initiate incident management process and generate action plans for faults troubleshooting.
4.Perform frequent diagnosis on all IP network to examine customer faults and provide appropriate solutions.
5.Appropriate Management of the technical escalated issues and the trouble tickets.
6.Suitable coordination of NOC activities with field engineers, technicians, upstream service providers and equipment vendors/suppliers from first to last SLA procedures.
7.Provide a timely strong support to the field engineers and technicians on operation and maintenance activities.
8.Liaise with call centre, accounts executives or customers and provide frequent progress reports on fault resolution.
9.Timely preparations and issue shift reports.
10.Perform any other related duties as may be assigned by appropriate authorities.
Qualifications
• Degree in Telecommunications, Electronics, Electrical or equivalent technical qualifications & CCNA or HCDA Certificate holder. 
• Minimum of three (3) years working experience on core Next Generation Network (NGN) and or IP NOC Network systems and services 
• Well Skilled in IP/MPLS data communication networks, Routing Protocols (RIP,OSPF, BGP, ISIS) and WAN Interfaces and technologies 
• Knowledge on broadband access technologies and networks (xDSL, Fiber and Wireless broadband), Huawei or Cisco network devices and Network Management Systems. 
• Effective time management and must be able to handle the pressure of work

Duties  
1. Design, implement, test and commission voice network solutions in cooperation with other network operation teams and customers.
2. In collaboration with commercial teams, validate the work orders and requirements from Voice Customers.
3. Manage customer networks and services to meet quality standards and resolve problems within SLA timeframes.
4. Pro-actively, escalate and follow ups, with appropriate departments in order to resolve technical issues which may impact and or lead to timely delivery of quality of services.
5. Frequently, perform routine and preventive maintenance on NGN Core Systems in accordance with engineering instructions, standards and schedules as may be directed by appropriate authorities.
6. Collect proper network performance information, analyze, prepare and submit network reports as may be required.
7. Perform network installation, integration, upgrades or expansions as may be directed by appropriate authorities.
8. Effectively support field engineers and technicians on operation and maintenance activities of the NGN core Network.

Qualifications
• Degree in Telecommunications, Electronics, Electrical or equivalent technical education and Systems CCNA Voice or equivalent certificate holder. 
• Minimum of three (3) years working experience on Voice communication networks and services. 
• Good knowledge of voice communication networks (NGN, PSTN, CDMA, GSM, or GSM), signaling protocols (SS7 and SIGTRAN, of Intelligent Network Systems and number analysis, routing and charging systems. 
• Ability to work on shift, irregular hours and/or overtime. 
• Effective time management and must be able to handle the pressure of work.

POST: MANAGEMENT ACCOUNTING OFFICER
Summary
Ensure accounting information facilitates cost and revenue analysis and therefore TTCL’s medium and long term financial positions are met.

Reports To:-Management Accountant
Duties  
1. Ensure that management accounting information is supplied timely, complete and accurate so as to meet stake holder’s expectations.
2. Facilitate efficient and effective evaluation of the company’s medium and long term financial position.
3. Prepare the management account for TTCL (profit and loss, balance sheet, cash flow and capital expenditure analysis).
4. Assist on coordinating the provision of accounting information to other Departments in appraising operating results in terms of costs and revenues.
5. Monitor and report on the financial performance of TTCL in terms of the targets against budget/plans.
6. Ensure all of procedures, processes and instructions are properly followed and documented and maintained in line with the requirements of the Company’s quality management system.
Qualifications
• A Bachelor Degree in Accounting or equivalent qualification recognized by the National Board of Accountants and Auditors (NBAA). 
• Two (2) years relevant experience in budget preparation and management accounting. 
• Computer literate, preferably in SUN systems accounting package. 
• Excellent interpersonal and communication skills, ability to foster a dynamic team work and able to work in a competitive business environment.

POST: ASSISTANT TAX ACCOUNTANT
Summary
Assist in management of Company’s tax structure and compliance of statutory tax obligations.

Reports To:-Tax Accountant
Duties  
1. To assist in liaison with legal counsel, TRA and Tax consultant in addressing tax issues.
2. To ensure all taxes are paid timely and accurately through banking systems and file returns to Tanzania Revenue Authority (TRA) on due dates by liaising with the responsible officer.
3. Maintain subsidiary records of tax categories and return in order to ensure are fully reconciled on monthly basis against the general ledger.
4. Assists in supporting statutory audit processes and TRA audits ensuring clean audit reports.
5. Routine review on the usage Electronic Fiscal Devised assisting users in conducting reconciliations to ensure complete and timely adherence to company’s regulations and TRA statutes.
6. To ensure that the tax liability is accurately and timely reported in the general ledger.
7. To perform any other duty related with finance and accounting as may be assigned by the Management.
Qualifications
• A Bachelor Degree of Accountancy or equivalent qualification recognized by the National Board of Accountants and Auditors (NBAA). 
• Registered with NBAA as certified public Accountant. 
• At least two (2) years experience in finance activities. 
• Proficiency in any accounting package and billing system would be an advantage. 
• General knowledge of personal computers and basic software applications.
